If your husband plans a night out with people that you worked with for two years (two and a half if you count the time you were out with a broken fuckin ankle) without bothering to look at getting a babysitter, does it not mean that he'd rather go without you???

Absolutely.
He's a man, prone to over look major details. I'd say no. Men aren't clever enough to "intentionally" fail by omission. If he really wanted to be out with out you he'd have cooked up a big story complete with bizarre and unnecessary details - just to make it believable.
My advice... Accept his groveling apology and make sure that he owes you a HUGE night out onthe town
